QCDR Measure Harmonization Talks Continue,

Join PCPI for an Update on January 23

As a trusted partner of the qualified clinical data registry (QCDR) community and CMS, PCPI is committed to collaboratively solving common challenges. Responding to member input, the headline topics at the PCPI 2018 Fall Conference were QCDR measure harmonization in response to proliferation, and the unpaid license-sharing requirement proposed by CMS. CMS heard the uniform, compelling and vigorous opposition to the licensing provision and postponed the proposal in the final rule on calendar year (CY) 2019 updates to the Quality Payment Program (QPP) that was published in November 2018. We applaud CMS for taking this action.


With the licensing provision on hold, PCPI leadership met on January 7, 2019, with Kate Goodrich, M.D., CMS Chief Medical Officer and Director, Center for Clinical Standards and Quality (CCSQ), and members of the CCSQ team to discuss challenges and concerns related to measure harmonization and proliferation. The meeting was productive with PCPI and CMS acknowledging that QCDR measure owners invest significant resources in measure development and implementation. CMS recognizes that solutions are needed that sustain the value that QCDRs bring to quality measurement and address the perspectives and concerns of all stakeholders including CMS. PCPI and CMS will continue the discussions on QCDR measure selection criteria and harmonization in late January or early February. Stay tuned for an update from that meeting.
