Theme: Understanding and improving the CMS Quality Payment Program

Description: The MACRA legislation is driving care delivery and payment reform, and in turn has ignited discussions around the effectiveness of the CMS Quality Payment Program. This conference is an opportunity to examine the current state of the QPP, engage on the issues and provide feedback directly to PCPI and to CMS representatives. Let’s come together as a community and advocate for a future state of the QPP that helps it succeed as a true quality improvement program, not just a payment program. How should the QPP evolve so that participation becomes less burdensome, measures are more relevant and its focus on improving the quality and cost of care is strengthened? Make sure your voice is heard.

Description: In this session, participants will have the opportunity to share how they have educated their clinician–eligible clinicians about the improvement activities and their impact on their reimbursement. They will also share what their experience has been with their members using or participating in the Improvement activities. During this facilitated session, participants will share feedback on benefits and challenges related to the improvement activities.

Description: In this session, building off the IA part 1 discussion, the participants will share feedback on ways that the Improvement Activities portion of MIPS may be improved and be used to constructively to further drive quality improvement. The facilitated discussion will be based on the opening session update, the CMS TEP report on the 2017 improvement activities, as well as experience from the field. The results from Part 1 and 2 will be consolidated into a report for distribution.

Session 3: Exploring the impact of the QPP on QCDR Measure Licensing

Description: In this session, we will explore CMS' proposition that Qualified Clinical Data Registries (QCDRs) must enter a licensing agreement with CMS to allow the use of all submitted and approved measures at no cost to other QCDRs.   This discussion will explore the difficulties this will create for QCDRs as well as propose alternatives for measure harmonization and the protection of intellectual property.  Together we will work through:   Perceived rationale for this change to the Quality Payment Program, the unanticipated impact and challenges that this change would bring to QCDRs, alternative approaches and to reduce duplication of measures and reduce burdens to CMS, and receiving input from stakeholders on how to best advocate on their behalf.
