Measure Specification

PCPI develops specifications for multiple data source implementations, with an emphasis on specifications for electronic data sources, including electronic health records (EHRs) and clinical registries. We bring expertise in the development of health quality measures format (HQMF) electronic clinical quality measure (eCQM) technical specifications in accordance with nationally accepted and adopted standards, including use of the Quality Data Model (QDM) and Clinical Quality Language (CQL).

Key measure development considerations:
• Supporting evidence and link to outcomes
• Gaps and/or variations in care
• Gaps in measurement
• Feasibility of measure implementation


Identifying relevant data elements required for a measure is the foundation of measure specification development. Data elements, as well as the relationships among data elements, must be clearly defined to construct the measure logic and definitions in a manner which is consistent with the measure intent. Other key considerations for measure specifications include, but are not limited to:
• Data source(s) for intended implementation
• How to model measure requirements in a meaningful way to reduce implementation burden, and promote harmonization of clinical data concepts, in accordance to standards used for eCQM development
• Appropriateness of clinical terminologies (ie, coding systems used to specify the value sets) for reporting clinical data
