Strength of the PCPI Measurement Science Team

The PCPI is a prominent leader in evidence‐based clinical performance measurement, having been the developer or a collaborating party for a portfolio that includes more than 300 measures spanning 47 clinical conditions or topic areas. Approximately 90 of those measures have been endorsed by the National Quality Forum (NQF) and many are being used in national quality reporting programs including the Merit-based Incentive Payment System (MIPS). The PCPI team has broad and deep demonstrated experience and capabilities required to adeptly execute the tasks outlined in the proposal. The core members of the team offer complementary skill sets with long-standing experience and expertise in supporting the United States Department of Health and Human Services (HHS) across a variety of clinical quality measure development projects. We have partnered successfully with various medical specialty societies, Mathematica Policy Research, Inc., Booz Allen Hamilton, Inc., and the National Committee for Quality Assurance (NCQA), to complete measure development projects. The team has also been a subcontractor for measure-related task orders funded by the Centers for Medicare & Medicaid Services (CMS) and the Office of the National Coordinator for Health Information Technology (ONC). Our team's collective strengths include:

  • The ability to assemble and lead multi-stakeholder technical expert panels (TEPs) comprised of subject matter experts from the relevant medical specialties, as well as non-clinician members such as representatives of health plans, consumer groups and patients. These panels, conducted with scrupulous attention to potential conflicts of interest, employ a rigorous, evidence-based process whereby measures are vetted and finalized through a broad-based consensus-driven approach.
  • Hands-on experience developing e-specifications for measures in formats useful to providers and electronic data sources (eg, EHR and registry vendors)
  • A command of the standards and clinical vocabularies necessary to develop technical specifications that assures uniform implementation of measures within EHRs and other electronic systems
  • A comprehensive, proprietary measure testing protocol, which guides the testing of measures and provides a framework to facilitate implementation of the measures in multiple data sources
  • Proven track record of providing guidance on measure assessment, implementation and testing
  • Ongoing involvement with national partners including federal agencies in the re-design of measure development and testing approaches using LEAN principles
  • Extensive knowledge of the NQF submission requirements and processes to obtain and maintain measure endorsement
